Pending Grievance Does Not Satisfy PLRA Exhaustion Requirement

The U.S. Seventh Circuit Court of Appeals, upholding a federal district
court's dismissal of a jail prisoner's 42 U.S.C. §1983 suit, held that
administrative remedies are not exhausted so long as a grievance
is "pending."
