Washington DOC Settles Failure to Supervise Parolee Suit for $975,000
Nathan Hipsher, a Washington state parolee, was using drugs, failing to participate in drug treatment and not reporting to his parole officer, who didn't have him arrested. He was living with Amber Bulus-Steed at the time, who he eventually beat to death in front of her children, Taylor and Mary Jayne McClanahan, ages 5 and 3 respectively. He also broke Mary Jayne's leg in two places. The kids' and Amber's estate's lawyer threatened to file suit, and the state Department of Corrections promptly paid the kids and estate $975,000 on June 5, 2006, in reposnse to their tort claim.
