'Haddad is the inmate that took it upon himself to travel to
Mayo Clinic after the doctor he was seeing while at a halfway

house said he should be seen by the physician who provided the
original heart valve.
When the inmate returned from this

unauthorized trip to Mayo Clinic, he was written an incident
;report and returned to FeI Milan.
After the incident report
;was expunged, the inmate filed a Mandamus action requesting
the court to order the BOP to return him to the halfway house.
The hearing was held on November 16, 1995, and the Judge ruled
:in the BOP's favor.
Originally, the BOP had charged the
inmate with in-operative time for the 10 days he was at Mayo
C~inic.
