Mead, Acting Director Office of Detention and Removal Operations b6,b7c Reviewer-In-Charge Creative Corrections SUBJECT: L l "" '- b6,b7c La Salle County Regional Detention Center Annual Detention Review Creative Corrections conducted an Annual Detention Review (ADR) of the La Salle County Regional Detention Center located in Encinal, Texas on May 20-22,2008. The facility operates as a Contract Detention Facility with Intergovernmental Services Agreement with the US Marshals Service and Immigration Custom Enforcement. As noted on the attached documents, b6 my team of Su xperts included; Medical Services, b6 b6,b7c b6,b7c Food Service, Safety and Environmental Health, and A closeout meeting was held on May 23,2008, during which all deficienCies, concerns, and recommendations were discussed with Warden and members of his staff b6,b7c Type of Review: This review is a scheduled Detention Standard Review to determine general compliance with established ICE National Detention Standards for facilities used for over 72 hours. Review Summary: This facility was fully accredited by the American Correctional Association (ACA) August 2005 and the Texas Commission on Jail Standards, June 2007. This facility is undergoing ACA reaccreditation June 2,2008. Standards Compliance: The following statistical information outlined provides a direct comparison of the 2007 ADR and this ADR conducted for 2008. The absence ofthis equipment may adversely affect approved food delivery temperatures, which could create conditions conducive to food borne illness. Consideration should be given to acquiring thermal transport carts for the satellite, food delivery program. The use and reuse of sporks may contribute to food borne illness, as these utensils are not collected and properly sanitized after each use. Sporks currently in use are disposable and not capable of being appropriately sanitized after each use. These utensils must be disposed of after each use. The knife storeage cabinet located in Food Service should be securely constructed of metal in order to provide adequate security. RECOMMENDED RATING AND JUSTIFICATION It is the Reviewer-in-Charge (RIC) recommendation that the facility receive a rating of "Good." It is also recommended by the RIC that a Plan of Action be required to identify and implement necessary corrective actions for the RIC Observations. The contract psychiatrist and mental health crisis manager contract was obtained on November 26,2007. All detainees and inmates who upon arrival at the facility had a history of previous suicide attempts, mental health, or on psychotropic medications were referred for outside mental health consultations at the Border Regional Mental Health and Mental Retardation facility. Additionally, mental health consultations (for follow up or renewal I monitoring of all psychotropic medications) were scheduled as outside mental health consultations. The number of outside mental health consultations addressed the number of visits, not the number of patients. COMMENTS: b6,b7c Major was asked to elaborate on the number ofinmate/detainee grievances, with only one being found in favor of the inmate. The Major indicated that all grievances are taken seriously and fully investigated. The one grievance favoring the inmate actually led to the dismissal of a staff member. The assaults, offender on offender, were predominately minor in nature. The last serious assault at this facility occurred in 2005. Section F, estimated man days per year appeared high; however, the facility verified the accuracy oftheir reporting.
