CARNABY KILLER AND HPD SUPERVISOR RECEIVE MULTIPLE SUSTAINED DISCIPLINARY FINDINGS BY THE HOUSTON POLICE DEPARTMENT IN THE BACK SHOOTING OF UNARMED ROLAND CARNABY FOR IMMEDIATE RELEASE In a rare departure from the closing of ranks in police shootings the Houston police officer who shot unarmed Roland Carnaby, 52 with no criminal record, in the back received three sustained disciplinary actions by HPD’s own internal affairs investigation while his supervisor has received two sustained disciplinary findings. In sworn deposition testimony Carnaby’s killer blames the City of Houston for poor training in High Risk Vehicle Approaches. The on-scene supervisor also criticized HPD poor training in High Risk Vehicle Approaches. The discipline adds to the record of the HPD supervisor who was previously disciplined, including a suspension from duty, for the violent striking of a prisoner, failure to abide by laws, insubordination and speeding. Roland’s wife Susan has sued under the federal civil rights laws to change the HPD policy and training in High Risk Vehicle Approaches to accepted national standards.
