PHONE COST EXPLOITATION

Greetings Mr. Chairman:
I am writing to you today with a most serious issue.
For the past 21 years I have been forced to rely on letters,
visits, and phone calls to maintain communication with
my friends and family.
The prison phone system has become
expensive on my family and myself.
It costs almost $10.00
for 15 minutes to call my sister in Florida from Pennsylvania.
Over $5.00 for 15 minutes to call Pittsburgh from Albion
(132 miles away).
There are numerous long distance plans
being offered by competitive phone companies that are
more affordable for the prisoners and their families
which we are not able to utilize.
My wife has paid thousands of dollars on phone calls,
a few times being charged twice for calls, hidden charges
and fees being attached to her phone bill.
Until now
there hasn't been anyone we could voice our complaints
to.
The phone company is taking an unfair advantage
of a captive audience, giving us no other option but
to use their product, and charging exorbitant rates.
When I purchase a phone card from the commissary here
at the prison and place a call my wife has also been
charged for that same call.
One call, two people being
charged for it.
Some have said, "If you can't afford
the phone calls stop making them." To which I have responded,
"If prisoners do not communicate with family and their
communities they will sever the ties they have to them.
When they no longer share a common thread and concern

for their issues they tend to sympathize LESS with them.
And less sympathy translates into a wide array of social
issues.
Prisoners need to be reconnected to society
and their social responsibilities.

Communication is

the key to any relationship and needs to be better facilitated
by the prisons, state, and telecommunications companies.
We appeal to you to step in and even the play field.
If not for the incarcerated citizens who have committed
offenses against the state and who are striving to regain
"Citizen in Good Standing" status, then do it for the tens of
thousands of tax paying citizens who truly rehabilitate
prisoners with their spiritual, emotional, and financial
support. Those citizens, like my wife, who hold us accountable
and encourage us to be productive citizens. The very
same people who foot the bill when we are released and
few care to give us a chance to be productive, the same
who continue to encourage us to stay the course even
against adversities. These are the people I plead you
protect against exploitative prison phone costs, the
ones that are already volunteering as social workers,
therapists, guidance counselors, financial aid agencies,
and mentors for the State (free of charge).
May The Creator of the heavens and earth bring harmony
to this and other related issues that divide incarcerated
citizens from their brothers and sisters in the community
at large.

"This is a public comment for the Wright Petition (CC Docket #96-128)." I would
like to make a few key points regarding the petition by addressing it in the
following manner:
During the 24-plus years that I have had to endure using the prisoner phone
service to speak to, and stay in contact with, my loved ones, the financial burden
on both them and myself has been "overwhelming".
The high cost; not commensurate with that of people in the "free-world" who
communicate with each other via telephone, has crushed the ability for
incarcerated people and their loved ones to stay in continued contact.
Rehabilitation through continued connection with family members and friends, has
been touted by corrections professionals around the country as a valuable tool in
reducing recidivism. However, many Department of Corrections' (DOC) are entering
into contracts with prisoner phone companies who are willing to find "loop-holes"
which will help generate additional funds that can be funneled into corrections
budgets. (Usually a "tax" of some sort!) These funds are then used to "plug holes"
in those budgets. A burden already assumed by the tax-payer! (It appears to be,
essentially, a "double-dipping" scheme!)
By using monopolization tactics, these phone companies, in conjunction with DOC
officials, aim their sights at prisoners and their families and target them
because they (prisoners and their families) only have two (2) choices/options: Pay
the exorbitant amount(s), or have no contact!

For many prisoners and their loved ones, phone service is the only means with
which they can stay in meaningful, continued contact.
Many prisons are either too far, have stringent regulations on who and how many
people can visit, or have days and times that just don't suit every schedule. Add
to that illnesses which prevent travel and the high cost of gas--most prisoners
come from poverty-stricken areas where even gas money for loved ones is a "luxury"
(traveling just half-an-hour away is practically impossible! )--and the phone
becomes not just a valuable commodity, but a lifeline!
I understand, as so many people do, that these high phone rates only affect a
small segment of society. But make no mistake, they are an unnecessary burden, (no
matter who they affect!)
The families and friends who would otherwise be able to stay in contact, at
least a couple/few times a week, instead are limited to perhaps one weekly, one
bi-weekly, or one monthly phone call! (Which has a time-limit of about 15
minutes!)
It should also be interesting to note that what should be a .04¢ a minute rate
is pumped up to .192¢ for in-state (local) calls, and .263¢ a minute for
interstate (out-of-state) calls! An increase of 480% - 658%! (Even higher rates
occur in other states!) Again, these are profits that the DOC and phone companies
keep!
The impact that these extremely high phone rates have had is immeasurable!
Surely they have had an untold impact on the unity of family. And surely they have
eroded the rehabilitative process! (Which poses the question: "What will just
those two effects have on a prisoner reentering society?")
Please stop these unfair practices! Help end the "taking advantage of" those who
cannot fend for themselves! Help give them a voice! Ensure fairer costs and fees
for prisoner phone services!
