Conducted Energy Weapon (Advanced Taser M26) 2.4100 2.4101 Authorization to Carry and Use Officers are authorized to carry and use the Taser M26 to gain control when faced with actual or threatened physical resistance and the use of Taser M26 is reasonably necessary based on officers to subject disparity, reaction times, environmental conditions and the totality of the circumstances. Note: Physical resistance includes all physical resistance except passive physical resistance. The Taser M26 will never be used punitively, or used for coercion or threat in the absence of the actual or threatened physical resistance. The Taser M26 is to be used as a way of averting a potentially injurious or dangerous situation. The Taser M26 should not be used with out a firearm back up in those situations where there is substantial threat towards the officer (s) or others present. 2.4102 Definitions a. Advanced Taser M26: A conducted energy weapon that fires barbed projectiles up to 21 feet. The deployment generates an electrical current that causes motor dysfunction and pain compliance. The Boise Airport Police have 2 Taser M26s. Each Taser will be in a waist pack and have 3 cartridges with it. Each cartridge has a serial number and the serial number is recorded. If a Taser needs cartridge replaced, ensure the number is logged. Also, if a cartridge is deployed, included the serial number of the cartridge in your report. 2.4103 Officers • • • • • • • • • • • Before any officer of the Boise Airport Police Department deploys the Taser M26, the officer will attend the mandatory 4 hour class of instruction, given by a certified Taser instructor. Determine if the Advanced Taser M26 needs to be deployed based on the referenced policy. Do not deploy the Advanced Taser M26 in combustible environments or on women known to be or that obviously appear to be pregnant. Notify the on duty supervisor to respond when an incident dictates the necessity for the deployment of the Advanced Taser M26 if time and conditions permit. Ensure all personnel at the scene are notified by radio or other means that the Advanced Taser M26 is being deployed and may be used if time and condition permit. Acknowledgment is necessary to avoid confusion with the use of lethal force when the Advanced Taser M26 is fired. Ensure that a plan is in place for taking physical control of the subject once the Advanced Taser M26has been deployed. Once the suspect is restrained or has complied, there should be no further used of the Advanced Taser M26. Summon medical personnel to the scene to assess the subject. Ensure the subject receives medical treatment by EMS and/or hospital personnel after being struck by the Advanced Taser M26. Medical treatment will not be refused to anyone who requests it. Probes from the Advanced Taser M26 shall be removed by EMS or medical personnel. The officer will photograph the probe impact sites and any other related injuries. Probes that have impacted the body shall be treated as bio-hazards. Officers shall collect the confetti-like identification tags form the deployed cartridge and entered into evidence. Complete an Advanced Taser Use Report form showing deployment, including printout of data downloaded, and attach to a completed police report. Supervisor 4.4104 1. 2. 3. 4. 5. Respond to the scene of the incident. Ensure all confetti-like identification tags from the deployed cartridge are collected and they are entered into evidence. Download data into a computer from Advanced Taser M26 deployed and print results. Provide a complete report to the Taser liaison officer to be forwarded to Taser International. Insure that the Chief of Airport Police and/or Lieutenant has been notified of the incident. Insure that all required reports have been completed.
