M26 TASER Scenario Based Training For Deployment Why Scenarios? ♦ Demonstrates students’ ability to apply classroom knowledge in the field ♦ Allows real life situations to be role played ♦ Gives instructors the opportunity to critique students ♦ Deployment deficiencies are found in training, rather than in the field Training Objectives ♦ Proper use and deployment – Activation of the M26 – Orientation/sight alignment – Cycling ♦ Planning – Planned event – Small team tactics Scenarios ♦ Should cover several possibilities – – – – – – Not applicable Applicable if articulated Best solution given the problem at hand Alternative Uses Small team tactics Not applicable, or not as applicable without deadly force as a strong alternative Scenario- Not Applicable ♦ RPD uses a common problem faced by officers daily. Two subjects are arguing loudly. Both subjects continue to antagonize one another after the officer arrives, but both obey all verbal commands and neither makes any aggressive moves towards the anyone. Instructors are looking for good verbal skills to control the scene. Scenario- Not Applicable ♦ Another common problem faced by officers. A non-compliant, but noncombative subject. In the Reno scenario, a role player acts out the part of an intoxicated subject who is laying on his hands. The subject may kick if the officer fails to identify his/her self, but is not resistive otherwise. Instructors want to see light touch and physical controls. Scenario- Best Tactic Available ♦ Officers are dispatched to a family disturbance call involving a mother and a fifteen year old teen. The mother is cooperative, however the son threatens the officer and takes a combative stance. Once the TASER is deployed against the son, the mother attacks the officer. Instructors look for a deployment against the teen and a touch stun on the mother to move her away. Scenario-Small Team Tactics ♦ A purse snatching call is dispatched to officers, who upon arriving on scene are directed to an area where the suspect was last seen. A a predetermined time, the suspect runs and goes to ground. Officers must use verbal communication with the suspect and each other, as well as deadly force cover to effectively deal with the scenario. Instructors look for communication and proper weapons handling. Scenario- Lethal Force Justified ♦ Officers are dispatched to a domestic violence call in a parking lot. Upon arrival, they witness the male striking the female. Upon their approach, the male grabs the female and draws an edged weapon, holding it to the female’s throat. The male places himself in a position that makes a TASER shot nearly impossible. Instructors look for communication between officers and the deployment of deadly force if justified. Other Issues of Concern ♦ Holstering – Carry – Mistaken drawing of firearm over TASER – Familiarization of holster ♦ Malfunctions in the Field – Quickly determine causes and inform users to avoid future problems – Failure to update officers of potential problems erodes confidence in weapon Multi Agency Training ♦ Understanding use and deployment ♦ Commonality of terms in usage ♦ Preparedness for litigation/lawsuits ♦ Who should attend?
