Mission
The Washington Legislature created the Washington State Institute for Public Policy in 1983. A Board of Directors—representing the
legislature, the governor, and public universities—governs the Institute, hires the director, and guides the development of all activities.
The Institute’s mission is to carry out practical research, at legislative direction, on issues of importance to Washington State. The
Institute conducts research activities using its own policy analysts, academic specialists from universities, and consultants. New
activities grow out of requests from the Washington legislature and executive branch agencies, often directed through legislation.

Profile of Special Commitment Center Residents
The Community Protection Research Project was established by the 1990 Legislature to evaluate the effectiveness of state-supported programs
for sex offenders and victims of sexual abuse. The Washington State Institute for Public Policy oversees the project. This report is part of the
Institute’s plan to provide ongoing information to the Legislature, as well as local agencies.

In 1990, Washington State enacted a civil commitment law for persons found to be sexually
violent predators.1 As of September 1996, 38 persons are housed at the Center; 21 have
been committed under the Act and the others are awaiting trial. They are housed at the
Special Commitment Center, a Department of Social and Health Services facility that is
located within the state prison in Monroe, Washington.

Introduction

This paper summarizes records from the Special Commitment Center regarding the
resident’s criminal history, offense pattern, treatment history, and mental health diagnosis.2
Criminal Record

History/Evaluation

1.

History:

DOB: 4/15/60. All rapes, attempted rape and assaults were against young
women, generally total strangers, at least once with a weapon. Has spent
much of his incarceration time in the Intensive Management Unit because of
sexual acting out and multiple incidents of threatening behavior.

Diagnosis:

Axis I: Paraphilia (not otherwise specified), Rape, Alcohol Dependency by
history, Polysubstance Abuse by history.
Axis II: Antisocial Personality Disorder with narcissistic traits.

History:

DOB: 3/2/41. All rapes were against total strangers and usually involved a
weapon (knife). Denies all of the rapes and refuses treatment.

Diagnosis:

Axis II: Personality (not otherwise specified) with antisocial and paranoid
traits.

History:

DOB: 10/15/71. Convicted of sexually molesting 5-year-old neighbor girl.
Confinement included time at Maple Lane, and in neurobehavioral placement
facilities in two other states. Has reported two other incidents of sexual
molestation, and many incidents of indecent exposure and obscene phone
calls. All three facilities noted a history of “sexually inappropriate behavior”
and “violent and sexually aggressive behavior.”

Diagnosis:

Axis I: Pedophilia (some and opposite sex, non-exclusive); Paraphilia (not
otherwise specified), Rape, Exhibitionism, Frotteurism, Voyeurism,

History:

DOB: 12/31/67. His sexual offenses began as a 16-year-old when he
molested a 3-year-old girl. Has admitted to molesting four other children
between ages of 3 and 8 during the summer of 1985.

Diagnosis:

Axis I: Pedophilia (same and opposite sex, exclusive).
Axis II: Personality Disorder (not otherwise specified) with antisocial traits.

DOB: 11/18/51. All assaults were against females who were strangers. All
included use of excessive force, with injury, and attempted sexual assault.
The 1970 and 1974 assaults were against 70- and 75-year-old women
respectively. In 1969, complaint was filed in juvenile court alleging attempted
rape of a 70-year-old woman.

History:

DOB: 7/18/50. In 1977, 1979, and 1985, physically assaulted and raped

History:

DOB: 9/2/59. In 1976, twice attempted to sexually assault two young girls.
In 1977, forced a little girl to undress and masturbated on her. In 1979,
sexually and physically assaulted a 10-year-old girl. In 1985, sexually
assaulted a 7-year-old boy with a knife.

Diagnosis:

Axis I: Pedophilia (same and opposite sex, exclusive).
Axis II: Personality (not otherwise specified) with schizoid and avoidant
traits, borderline intelligence.
Axis III: Head injury.

History:

DOB: 7/14/26. Offenses began in 1946. In 1962, had sexual contact with a
9-year-old boy while on leave from Rainier School. A year later he molested
small girls in the neighborhood. Since 1952 conviction, has reoffended in
less than a year after each release and has been in community less than 24
months during past 20 years.

Diagnosis:

Axis I: Pedophilia, (same sex, exclusive).
Axis II: Personality (not otherwise specified) with antisocial traits.

History:

DOB: 8/5/54. In 1977, kidnapped and continually raped a 19-year-old
woman. 1980 offense involved 13-year-old girl and 1988 parole violation
involved attempted attack on 8-year-old with other violations. Reoffenses
occurred less than two years after each release. Has history of alcohol
abuse associated with sexual offenses.

Diagnosis:

Axis I: Paraphilia (not otherwise specified), Rape, Telephone Scatologia,
Alcohol Dependence, Cannabis Abuse, Inhalant Abuse (probable).
Axis II: Personality (not otherwise specified) with antisocial traits.

DOB: 7/27/52. Preyed upon unsuspecting women in their homes.
Admitted to additional rapes after convictions. Sent to Western State from
9/73 to 3/75 for treatment where he admitted to more rapes. Parole revoked
after discharge due to admission to 4 rapes, 7 burglaries, 1 assault.
Released again after 12 years; parole revoked again in less than 4 months.
Refused treatment.

History:

DOB: 10/18/71. Targets young boys, ages 7 to 10. Also admitted to
repeated anal rape of 5-year-old cousin. Underwent therapy while on parole
in 1988, but was terminated for not progressing. Participated in two sexual
deviancy therapy groups and displayed little progress in learning how not to
reoffend.

Diagnosis:

Axis I: Pedophilia (same sex, exclusively).
Axis II: Personality (not otherwise specified) with antisocial traits, Borderline
Intelligence.

History:

DOB: 3/8/50. Reoffended within 99 days after 1969 and 1973 releases.
Pattern of picking up young females in his car and raping them at knifepoint.
Three other incidents of rape in 1969 for which he was not prosecuted. The
1973 rape occurred at Fort Lewis Military Reservation.

Diagnosis:

Axis I: Delusions Disorder, Alcohol Dependence, Polysubstance Abuse by
history, Paraphilia (not otherwise specified), Rape.
Axis II: Antisocial Personality Disorder.

History:

DOB: 1/31/49. Admits to having sexual relations with young boys and girls
as a teenager. Long history in institutions. A 1973 conviction was
suspended on condition he participate in sexual psychopathy program, which
was short-lived. Has a history of sexually acting out, with threatening and
assaultive behavior. Has fantasies about molesting, then killing young
children to avoid apprehension.

Diagnosis:

Axis I: Pedophilia (same sex, exclusive).
Axis II: Antisocial and Borderline Personality Disorder, Borderline
Intelligence.
Axis III: Hypertension.

History:

DOB: 8/2/51. Assaults have been against female strangers and
acquaintances, using various physical and verbal forces to subdue, then
orally and vaginally raping women. Also arrested but not convicted on four
rapes and several harassment charges. Victims chose not to file charges.
History of alcohol dependency.

Diagnosis:

Axis I: Paraphilia (not otherwise specified), Rape, Alcohol Dependence,
partial remission since incarceration, Marijuana Abuse.
Axis II: Personality Disorder with antisocial and paranoid traits.

History:

DOB: 7/29/30. Target of sexual offenses is children. Long history of
sexual offenses in several states. Received treatment in three states. Quit
program in Washington State before he completed it.

Diagnosis:

History:

DOB: 11/6/59. Both Disturbing the Peace convictions were for peeping on
women in restrooms and masturbating. At least six other arrests for similar
behavior. The 1985 conviction was for fondling high school girl in restroom.
The 1986 incident occurred within weeks of release from incarceration. Most
recent convictions were incidents committed in public restrooms using a
knife.

Hemophilia, Exhibitionism, Alcohol Dependence, Cannabis Abuse,
Polysubstance Abuse by history.

History:

DOB: 4/26/66. Reoffended within 6 to 17 days after 1985 and 1987
releases. Has pattern of attacking females between ages of 4 and 53. Use
of force escalated with each offense. In 1985, refused to participate in
evaluation for Sex Offender Treatment Program. Has numerous infractions
during first two terms of incarceration for exposing and masturbating in front
of female guards.

History:

DOB: 11/10/50. Admits to many more sex offenses other than convictions.
In 1974 rape, three other counts were dismissed. Primary pattern of sex
offenses is attacking women and threatening them with a gun or a knife. On
occasion, has used ski mask and unlawfully entered houses to commit
offense.

Diagnosis:

Axis I: Paraphilia (not otherwise specified), Rape.
Axis II: Antisocial Personality.

History:

DOB: 8/25/40. Victims have been young girls between ages 6 and 13.
One victim was a neighbor, but others were strangers. Offender displayed a
range of sexually inappropriate behaviors, and has difficulty controlling his
deviant sexual arousal toward children.

Diagnosis:

Axis I: Pedophilia (opposite sex, non-exclusive).
Axis II: Personality (not otherwise specified) with antisocial and narcissistic
traits.
Axis III: Leukemia.

History:

DOB: 5/23/47. Juvenile history marked with attempted rape of
grandmother (1962) and obscene telephone calls. Has pattern of making
obscene calls, fixating on women’s panties, and watching potential victims.
History of substance abuse with alcohol and marijuana. Victims tended to be
adolescent and adult women. Used threats and physical force to gain
compliance. Parole was revoked or he re-offended on three different
occasions.

Diagnosis:

Axis I: Paraphilia (not otherwise specified), Rape, Alcohol Dependence,
Cannabis Abuse by history.
Axis II: Antisocial Personality Disorder.

History:

DOB: 9/27/45. After first conviction in 1971, was released in 1975.
Reoffended in 1978 and released in 1982. Victims tend to be prepubescent
girls, between 4 and 12 years old. Offender used threats to keep victims
from reporting offenses. In 1989, he indicated he had no interest in
treatment.

1979 arrest. Had difficulty complying with parole conditions in early 1980’s.
Targeted unknown adolescent and adult women. In Sex Offender Treatment
Program in 1992, he admitted to an extensive history of being sexually
victimized as well as other sexual deviancies. Completed treatment in 1994,
but staff had reservations about his prognosis.

DOB: 9/25/60. In 1983 conviction, sentenced to 3-year probation. Has a
history of two very violent sex offenses against an adolescent and a young
adult woman. Used threats and did physical harm to gain compliance from
victims. Each incident included multiple sexual assaults on victim. During
incarceration, he received 20 major infractions including attempts to have sex
with another inmate.

Diagnosis:

Axis I: Paraphilia (not otherwise specified), Rape, Sexual Sadism, Alcohol
Dependence, Polysubstance Abuse.
Axis II: Antisocial Personality Disorder.

History:

DOB: 1/16/59. Received 2.5 year sentence for 1985 conviction, and
served 18 months. Three days after release, he sexually assaulted a young
adult woman. Sixty month sentence was suspended. Within 2 weeks he
raped a 30-year-old woman and pled guilty. Used verbal threats and did
physical harm to gain compliance from victims who are adolescent and
young adult women. Declined to participate in the Sex Offender Treatment
Program.

Diagnosis:

Axis I: Paraphilia (not otherwise specified), Rape, Alcohol Dependence,
Polysubstance Dependence.
Axis II: Antisocial Personality Disorder with narcissistic traits.

History:

DOB: 8/28/71. Convicted as a juvenile for Arson, Kidnapping and Indecent
Liberties. Convicted as an adult for raping a 12-year-old boy. While serving
concurrent 72-month sentences, had an excess of 50 major infractions
including rape of another inmate in 1992 and several suicide attempts.

Diagnosis:

Axis I: Pedophilia (same sex, exclusive).
Axis II: Personality Disorder (not otherwise specified) with antisocial and
borderline traits, Borderline Intelligence.
Axis III: Petite Mal seizures.

History:

DOB: 5/7/42. Sophistication regarding access to victims through
employment that involves male victims from ages 8 to 18. His physical
stature, threats and position of authority were utilized to gain compliance from
victims. Committed to state hospital as a Mentally Disoriented Sex Offender
and released to mental health treatment center.

Diagnosis:

Axis I: Pedophilia (same sex, non-exclusive).
Axis II: Personality Disorder (not otherwise specified) with antisocial and
narcissistic traits.

History:

DOB: 12/21/57. A 1990 conviction involved repeated acts of sexual assault
on a young female child. Various evaluations have disclosed numerous
assaults on children ranging in age from 4 days to 4 years, with a preference
for vulnerable girls (developmentally delayed or shy and uncommunicative).
Has used physical violence. Accesses victims by providing child care.

Diagnosis:

Axis I: Pedophilia (same and opposite sex, non-exclusive).
Axis II: Borderline Personality Disorder with antisocial traits.

History:

DOB: 1/19/69. Convicted for stalking a 15-year-old at his home. Initial
actions involved stealing clothing and progressed to threatening phone calls,
then unlawful entry into home. Ten days after release, he violated conditions
by obtaining the family’s phone number. Disclosed having approached 35
young boys and reported being out of control.

Diagnosis:

Axis I: Pedophilia (same sex).

DOB: 1/1/77. Molested a 7-year-old boy at the age of 13. Victims ranged
from 6 to 14 years old. Offense pattern included use of bribes and physical
threats. Other offenses occurred while serving initial sentence, including
assault and rape.

DOB: 5/29/52. Implicated for arson numerous times between ages 9 and
20. First sexually violent offense was 5 weeks after his release, on parole.
Forced a 12-year-old girl to remove her clothes and have oral sex on him.
Attempted intercourse and told her he would “stab her to death” if she told.
Similar pattern 2 weeks later with 10- and 11-year-old sister and brother.
While on work release, forced adult female at knifepoint to engage in oral sex
and intercourse and physically assaulted her when she attempted to escape.
He escaped from work release but turned himself in four months later.

Diagnosis:

Axis I: Paraphilia (not otherwise specified), Rape.
Axis II: Antisocial Personality Disorder.
Axis III: Heart Disease, Allergies.

History:

DOB: 9/4/53. First offense involved 13-year-old female stranger he
exposed himself to and told her to masturbate him and perform oral sex.
Second victim was a 30-year-old woman he physically assaulted and digitally
penetrated. Third victim was a 13-year-old girl who knew him as one of her
mother’s friends. He entered her house and approached both she and her
older sister who was sleeping.

Diagnosis:

Axis I: Paraphilia (not otherwise specified), Rape, Alcohol Abuse, Cannabis
Abuse.
Axis II: Personality Disorder (not otherwise specified) with antisocial traits.

History:

DOB: 3/31/75. Offenses with victims between 13 and 16 years old.
Victims young boys and a girl ranging from 4 to 11 years old. Verbally
threatened to kill victims if they told anyone. Committed to mental health
facility in 1990 at age 15 and later transferred to psychiatric facility. Released
in 1991 due to termination of insurance, and readmitted to juvenile facility.
Has disclosed engaging in sexual acts with over 20 children ranging in age
from 2 to 13. States he has fantasies, often including mutilating or killing his
victim and killing himself.

Diagnosis:

Axis I: Pedophilia (same sex, exclusive).
Axis II: Schizotypal Personality Disorder.

History:

DOB: 3/9/63. Pled guilty as a juvenile to fondling and digitally penetrating
the vaginas of two girls between 8 and 12 years old. Spent time in juvenile
institutions, followed by incident where he approached 12-year-old girl in
wooded area and grabbed her saying “…let’s have sex together.” Found
guilty, escaped from custody but turned himself in. Entered work release
program until paroled. Further incidents included digitally penetrating vagina,
then attempting to force an 18-year-old into performing oral sex and exposing
himself to a 7-year-old girl.

Diagnosis:

Axis I: Pedophilia (heterosexual, non-exclusive) Exhibitionism.
Axis II: Antisocial Personality.
Axis III: Cardiomyopathy, Grand Mal seizure disorder.

History:

DOB: 1/25/43. First criminal incidents occurred at the age of 13 when
charged with Indecent Exposure. Similar charges while in the army with
admission of other incidents. Further incidents and robbery charges followed
with subsequent incarceration, during which time room searches uncovered
child pornography. After incarceration, cited for further exposure incidents.
Entered treatment for exhibitionism, where he admitted to “thousands of
sexually deviant acts.” Released to outpatient program and violated
probation. While participating in an outpatient treatment program, was
arrested for exposure, masturbating, and orally raping a 4-year-old boy.

Diagnosis:

Axis I: Paraphilia, Pedophilia
Axis II: Avoidant Personality Disorder.

History:

DOB: 2/4/65. In 1983, entered home of 18-year-old stranger requesting to
use phone. Told her he wanted to have sex. Victim screamed, and he
shoved his fist down her throat. Father heard struggle and called police.
Second offense occurred in 1989 when he made sexual advance toward an
18-year-old woman. Due to his strength, she stopped struggling and he
raped her vaginally. In 1993, attempted to kiss and force his hands down the
pants of a 14-year-old. He struck the victim to the degree she needed
medical attention. Friends intervened and ended the incident.

Diagnosis:

Axis I: Paraphilia (not otherwise specified), Rape.
Axis II: Antisocial Personality Disorder.
