Clarke, Secretary RE: DOC 450.100 Mail for Offenders DOC 590.500 Legal Access for Offenders Effective immediately the video/audio recordings of offender ISRB Hearings may be received through the mail and will be handled the same as video/audio recordings of court proceedings. This change impacts the following policies. DOC 450.100, VI.F. Video/audio recordings of offender court proceedings and ISRB Hearings may be received through the mail directly from the court/ISRB. These recordings will not be retained by the offender, but will be handled per DOC 590.500 Legal Access for Offenders 1. If the video/audio recording of an offender court proceeding or ISRB Hearing is rejected by the mailroom when it enters the facility, the Superintendent/designee will administratively review the rejection. The video/audio recording will be retained at the facility pending review. DOC 590.500, VII. Viewing of Court/ISRB Videotapes A. Occasionally it is necessary to allow offenders to view videotapes of their court proceedings or ISRB Hearings. The Superintendent/designee will retain and store any incoming court/ISRB videotapes. The Superintendent/designee will provide a videotape player for offender viewing of their tapes. If you have any questions about this change, please contact Mike Kenney, Prison Administrator.
